广东省环境保护厅关于中山市中医院核技术利用扩建项目环境影响报告表的批复

 

中山市中医院:

你单位报批的《核技术利用建设项目环境影响报告表》(以下简称报告表,编号GDHL-HP-15-H021以及GDHL-HP-16-C02)、中山市环境保护局的初审意见和省环境辐射监测中心的评估意见收悉。经研究,批复如下:

一、你单位核技术利用扩建项目位于中山市西区康欣路3号。本项目建设内容为:在医院西北角原停车场位置新建放疗中心放射治疗大楼,放射治疗大楼共地上两层,放射诊疗机房设在一楼。在直线加速器机房共新增使用2台医用直线加速器(均属类射线装置)、1CT模拟定位机(属类射线装置)以及1台后装治疗机(内含1枚放射源铱-192,活度为3.7×1011贝可,属类放射源),使用以上项目开展肿瘤放射治疗。在医院医技楼一楼放射科介入3室新增使用1台数字减影血管造影机(属类射线装置)用于介入手术中的放射诊疗。

二、广东省环境辐射监测中心组织专家对报告表进行了技术评审,出具的评估意见认为,报告表有关该项目建设可能造成的环境影响分析、预测和评价内容,以及提出的辐射安全防护措施合理可行,环境影响评价结论总体可信,我厅同意该项目建设。你单位应按照报告表内容组织实施。

三、项目应认真落实报告表提出的各项污染防治和辐射防护措施,并重点做好以下工作:

(一)健全辐射安全管理机构,完善辐射安全各项管理制度。辐射安全管理人员和辐射工作人员定期接受辐射安全与防护培训并持证上岗。

(二)严格按照《电离辐射防护与辐射源安全基本标准》                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                         GB188712002)、《电子加速器放射治疗放射防护要求》(GBZ126-2011)、《后装γ源近距离治疗卫生防护标准》(GBZ121-2002)等标准要求建设各机房,落实各项辐射安全与防护措施,严格辐射工作场所的分区管理,工作场所须设立电离辐射警示标志,配备辐射防护用品。加强放射性物质的安全保卫工作,完善防盗设施与措施,确保放射性物质的安全。

(三)落实监测计划,配备辐射监测仪器。定期对周围环境和工作场所进行环境辐射监测并建立监测档案。工作人员佩戴个人剂量计,剂量计监测每季度进行1次,建立个人剂量档案。

(四)你单位核技术利用项目的剂量管理目标值:工作人员剂量控制值低于5毫希沃特/年,公众剂量控制值低于0.25毫希沃特/年。

四、项目建设应严格执行配套建设的环境保护设施与主体工程同时设计、同时施工、同时投产使用的环境保护三同时制度。项目建成后,你单位应按规定的程序申请辐射安全许可。

五、项目的日常环境保护监督管理工作由中山市环境保护局负责。
